Can you build a deck that holds a hot tub?

Yes, but it has to be designed for it from the footing up. A filled hot tub with people in it is a concentrated load far beyond what a standard residential deck frame carries, so it means additional footings, heavier beams and tighter joist spacing under that section. Retrofitting support under an existing deck is sometimes possible and is assessed case by case.
